Dear students, colleagues, and the Shakarim University community,
On August 30, 2025, Kazakhstan celebrates the 30th anniversary of the adoption of its Constitution — the Fundamental Law that has become a symbol of our statehood, a guarantor of the rights and freedoms of every citizen, and a solid foundation for the country’s sustainable development.
Adopted by a nationwide referendum in 1995, the Constitution emerged at a historic moment when Kazakhstan was just beginning its path as an independent state. It united the dream of a free, strong, and just society with clear legal norms that became a shield for everyone.
What does it give to every young person? Above all — the right to dream and the right to act. The right to education, which opens the doors to a profession and the world. The right to freedom of thought and speech, enabling one to build a life without fear. The right to participate in the life of the country — through work, science, creativity, and entrepreneurship. And most importantly — the confidence that the law is equal for all and that your rights are protected.
As Nelson Mandela said: “Education is the most powerful weapon which you can use to change the world.” The Constitution is the foundation that makes education accessible, protects your opportunities to learn, develop, and be heard.
A special milestone in strengthening the rule of law in our country is the revival of the Constitutional Court. Restored on the initiative of President Kassym-Jomart Tokayev, this institution has become an additional guarantor of the observance of the Fundamental Law, a tool for protecting the rights of citizens, and a means of strengthening trust in state institutions. For the younger generation, it is the assurance that their rights and freedoms have the highest level of legal protection.
Today, on the international stage, we can proudly say: Kazakhstan has a Fundamental Law that meets the principles of democracy and the rule of law recognized worldwide. Our task is not only to know it, but also to fill it with meaning through our work, honesty, and dedication to creation.
The 30th anniversary of the Constitution is not just a jubilee of a document — it is a celebration of our shared responsibility. The strength of the Constitution lies not only in its text, but in how we, as citizens, put it into practice every day.
